What does it mean by participative decision making, especially in educational leadership?

Participative decision making is that the teacher makes the students participate into the decision making session. That is, when the teacher puts a rule, or makes a decision related to the classroom, or students, he or she wants the students to say their ideas, so the decisions are discussed then are formed by the teacher.
