I actually took a high school government class, and, even better, I ended up majoring in political science in college. The conflict power granted to the President, if you remember your history, were given to call out the troops on a minute’s notice when/if we were directly attacked to defend ourselves until Congress had time to meet and declare war. This did not give the President unlimited conflict powers to arrogantly send troops whenever and wherever he wanted to – especially after 18 months.
